[OSM-Devserver] Missing osmosisci user

I'm trying to run the following command:
createdb -T osmtemplate osmosisci_api06

I'm getting the following error:
createdb: database creation failed: FEHLER:  keine Berechtigung, um
Datenbank zu erzeugen
